Your Questions Answered
StarIQ is Pareto's purpose-built analytics platform for Medicare Advantage health plans working to improve CMS Star Ratings. It is built to empower health plans to plan enterprise, contract and measure-level strategy, forecast outcomes, and activate highest-priority actions. If you are at the stage of exploring Star analytic tools to meet changing needs, or evaluating whether StarIQ is the right fit, this document addresses the questions that matter most.
What StarIQ Does
-
What does StarIQ forecast
StarIQ forecasts at all levels, including: overall Rating at the contract level, measure level rates, Reward Factor and Quality Improvement. We also calculate probability of landing at each Rate to identify and quantify risks and the ‘sphere of uncertainty’.
-
How does the scenario planner work?
It lets your team run "what-if" analyses to inform your strategy – or to adapt your strategy based on new information and assumptions. You can model cut point predictions and assumptions, measure-level improvements, weight or target changes, and measure weight changes, to see how each scenario affects your end-of-year forecast.
-
Can users set and adjust target Star goals within the platform?
Yes. Teams can set and update target Star goals directly in StarIQ, with governance controls in place to keep goal-setting aligned across the organization.
-
What are probabilistic distributions, and why do they matter?
Rather than giving you a single projected outcome, StarIQ shows you the range of likely results and the confidence behind each one. That means your team can make decisions based on realistic risk, not just a best-case number.
-
Can StarIQ drill down to individual measure performance?
Yes. For any measure, you can see the numerator, denominator, cut points, current status, and forecast in one view, so you always know what is driving your score and where the real leverage is.
-
Does StarIQ support member-level reporting?
Yes. StarIQ generates configurable member lists that the user can segment by care gap or other member attribute (e.g. AWV status, LIS, geography, etc.), empowering your team to create high-value cohorts and develop integrated programs.
-
Can users export data from the tool?
Yes. Every dashboard and underlying data are exportable, which allows you to leverage tool outputs for anything from executive presentations to member lists for program execution.
Why Pareto and Why StarIQ
-
How is StarIQ different from other Stars analytics platforms?
Most platforms tell you what happened. StarIQ tells you where to act. Pareto combines predictive modeling with measure-specific insights so your team can prioritize the work that actually moves the needle
-
Does StarIQ just visualize performance, or does it guide prioritization?
It guides prioritization. StarIQ models out where action can drive the most value and minimize risks. It essentially answers: what 5-6 measure movements have the highest probability of impacting the overall Star Rating, looking across weights, probability of outcome, and impact to QI and Reward Factor.
-
How does StarIQ identify which measures will move Reward Factor or QI?
StarIQ uses predictive contract-level modeling and measure-level forecasting to highlight measures with the highest weight and greatest upside or downside potential. It prioritizes “the Vital Few” measures that drive the most value and identifies the most efficient path to improvement.
-
How does StarIQ build on Pareto's existing Stars and Risk expertise?
It is built on decades of leadership in Star strategy and analytics, combining Star analytics, risk adjustment insights, and member engagement analytics to create a unified, prioritized strategy across risk, quality, and clinical needs.
The Pareto Approach
-
How does Pareto balance Quality, Risk, and Member Engagement in its Stars strategy?
Through integrated solutions that work together to deliver coordinated insights and actions, produce prioritized, member-level target lists, and optimize risk, quality, and financial outcomes simultaneously.
-
What does the consulting relationship look like alongside the StarIQ platform?
We offer a “Solution + Service” model where our Client Advisory Team acts as an extension of the client’s Star team. This supports operations, strategy, financial management, and performance management through ongoing advisory and regular meetings.
-
How does Pareto ensure its approach stays relevant as CMS methodology evolves?
We continuously monitor CMS regulatory guidance and measure stewards. Our development approach analyzes proposed rules early and builds features ahead of the measurement year, iterating as guidance evolves.
Will It Work for My Organization?
-
How frequently is StarIQ data refreshed?
Monthly by default. If your team can provide higher frequency feeds, StarIQ can support higher-frequency updates.
-
How does StarIQ integrate with existing plan data feeds?
StarIQ can integrate with your member engagement and risk programs. The depth of that integration depends on the nature of the partnership with Pareto.
-
Can different user roles have different levels of access?
Yes, the platform supports role-based access controls assigned by role or functionality.
-
How does StarIQ support both regional and national plans?
It is designed to scale across contracts, markets, and organizations, with proven support for regional plans. Data can be ingested and analyzed at the member, measure, contract, or enterprise level, then rolled up into regional or national views. This enables local teams to manage performance within their markets while leadership monitors aggregated performance across the organization, all using the same underlying data and logic.
